Biography

Hikmet Kasaroğlu, the managing partner of Kasaroğlu Law Firm, began his carrier in Gama Endustri Tesisleri İmalat ve Montaj A.S., one of the major construction companies in Turkey, serving as an in-house lawyer for a term of seven years. During his employment, he worked in relation with large size of infrastructure/construction projects, B.O.T type of projects, tender processes and FIDIC contracts. Having an extensive knowledge and experience in contractual matters and international transactions, he joined the Kasaroglu Law Firm which was founded by his father, Mr. Yalçın Kasaroğlu, and brought with him a new perspective of international and commercial law and has developed an effective service in international law consultancy. In addition to his experience and several successes in the field of construction law and projects, Kasaroglu is also highly experienced and specialized in defense industry projects. He has represented some of the major local and foreign players in the defense sector before the Undersecretariat for Defense Industries on various occasions in relation to the development of very significant defense procurement and modernization contracts. Among many other issues, he has particularly advised his clients in this sector in respect of the following issues:
Offset obligations,
Technological cooperation and license agreements,
Intellectual and industrial property rights,
Export licenses,
Local Value Added,
Financial guarantees and
Indemnities and warranties.

His ability and experience in this field is not only limited to advise his clients with regard to contractual and consultancy issues but also to represent them before Turkish Courts with regard to disputes that they may have with Public and/or private entities in this sector.

In addition to being a graduate of Ankara University Law School and a mark attorney, Kasaroglu also holds an Executive MBA degree from Middle East Technical University. He is admitted to Ankara Bar. He attended to several conferences as speaker in the fields of construction and contract law, defense projects, offset implementations, telecommunication and public private partnership.
